EMAAR announced it will proceed with the implementation of a share buyback program after its stock fell to a 41-month low last week.The buyback program will not be implemented before October 1, 2008, in line with the Securities and Commodities Authority, or SCA, regulation that companies cannot execute any share repurchase 15 days prior to the closing of the financial quarter, Emaar said in a statement
